This is the RPM Shock Duplicator.

FEATURES:

Works with most 1/8, 1/10 or 1/16 scale shocks
For use with all shocks up to 6-1/4" (158mm) long using 4-40 or 3mm
mounting screws
Compares two shocks at once (shocks not included)
Allows precision length measurement, pivot ball clearance and more
All gauge indicator and scale readings molded directly into tool
